The Law Makers

The federal state government in the United States has its power divided between a central authority and its state authorities, meaning that the power to make law, criminal law is divided between them with the federal government getting its legislative power from the Constitution of the US.

For petty criminal offences such as speeding, jay walking, no parking the law states that the suspect will be issued with a citation, summons or ticket which is usually issued by the police.  In some states of the US a citation could grant you a visit to jail, although only for a short stay as these petty offences are not considered a criminal offence.
